Opponents of the GOP tax bill have been attempting to mock the amount of tax cuts some in the middle class will receive as skimpy and minuscule.

The Obama White House had a “What $40 Means to Me” push in late 2011 and early 2012 when they were warning about how horrible an expiring payroll tax cut would be for the middle class (you can’t make this stuff up):
